Water Trading and Flexible Market Mechanisms

Economic resilience is achieved through temporary water transfers and option markets. During scarcity, high-frequency water trading allows water to move from lower-value uses (e.g., certain annual crops) to higher-value uses (municipal or permanent crops) instantly via digital platforms, reducing the economic shock of drought without requiring permanent land fallowing.
